To date there has been significant investment (both financial and time) in ensuring the system is regularly revised and updated to keep up with the latest technological developments as well as the changing requirements of users. It is against this background that the current steering committee members aim to take the IA CP IMS to scale beyond emergency contexts, making it widely available to all organizations whose CP programs and projects require case management and seen to strengthen child protection systems. The aim of taking the IA CP IMS to scale is embedded in promoting a cost-effective and highly sustainable system for all CP agencies. This vision will require further promoting minimum standards of best practice around case management as well as tapping into the latest technology available to ensure the IA CP IMS achieves its full potential. The focus of the new proposed structure will be to ensure that the IA CP IMS design is regularly improved and tailored to the needs and capacities of field users, taking into consideration varying capacities and different contexts in which it is and can be used. Consideration will also be given to ensuring it is embedded into appropriate case management programs that are informed by and structured around developing standards of good practice. The IA CP IMS will be used by all CP agencies doing case management Given that the IA CP IMS can be used for case management in both emergency and non emergency contexts, the steering committee members would like this tool to be universally available and used by all international organizations doing case management for vulnerable children, and embedded within a robust and effective case management system. The aim will be to promote the use of the tool beyond the emergency contexts in which it has been traditionally implemented and take the project to scale, making the system widely available and accessible to all interested users. By promoting an established tool, the focus of this vision will be on setting global minimum standards of quality for case management programming as well as promoting cost-effectiveness by supporting users to take advantage of the technology that is already available. Growth for the IA CP IMS will be measured by the number of children whose case files are managed using the database, currently approximately 60,000, to potentially reach 100,000 by 2013 and half a million by 2015. The IA CP IMS is proposed to governments to support CP Systems building The steering committees vision is to propose the IA CP IMS to governments with limited existing investment or capacity in case management systems, through programs supporting the development and strengthening of national CP systems for the care of vulnerable children. By expanding the global expertise and knowledge of the IA CP IMS to include development focused partners (focusing specifically on low income, weak or fragile states), the IA CP IMS has the potential to be adapted to the varying requirements of different government departments. Given the ability of the IA CP IMS to generate reports and do data analysis of the information entered, the IA CP IMS may also be used by governments to improve reporting on specific child protection issues (including reporting requirements to the CRC) and advocate for increased resource and budget allocations to child protection at national and local levels. How we will achieve this vision The steering committee of the IA CP IMS believes that the best way to achieve this growth and coverage, thereby maximizing the tools utility and impact is a) by facilitating easier access to the CP IMS software and resources to all interested agencies and governments; b) by building global capacity within each agency interested in using the IA CP IMS to support its own CP field programs; and c) through continued investment in the tool. Allow easier access to the IA CP IMS software and resources Currently, requests from new countries and agencies to use the IA CP IMS are filtered through the project team, who guide new users on whether the IA CP IMS is the appropriate tool to support their program and provide technical assistance (through remote online support and in-country visits) for its set up and implementation. In order to realise the above vision, the IA CP IMS will become an open source software application, available on-line through the IA CP IMS website (HYPERLINK "http://www.childprotectionims.org"www.childprotectionims.org). This will require agencies and new users to decide themselves whether the IA CP IMS is the appropriate tool and technical support will be sought from global or regional level advisors of each agency. Similarly, governments will be supported through country level CP agencies, particularly UNICEF, to use the system efficiently, adapting it to their specific context. While new/potential users would not be vetted through the website, they would have to register to have access to the software. Upon registration, all new users would receive an initial starter package of information as well as the software itself, ready for download and customization. The purpose of having a registration request through the website would allow the global working group to track requests and new users in the field to understand how the system is being used and promoted. Additionally, it would allow for a uniform orientation and introduction to the IA CP IMS tools and provide the working group with a list of contacts for all future general communication about updated resources, project highlights and changes or updates in software features. Building global and regional capacity Building up global and regional level expertise, and mainstreaming this within national technical capacity building initiatives, in each of the agencies using the system will allow agencies to provide direct technical support to their own country programs, thus working towards institutionalizing the use of the IA CP IMS for all child protection programs that undertake or support case management. Specifically, one child protection specialist from each agency will have global oversight of the use and implementation of the IA CP IMS within their own agency, representing their organization in global meetings as well as overseeing and providing technical support to their own agency field programs either directly or through regional advisors. Governments who are supported through CP agencies on the ground will also be able to benefit from this global or regional technical support. By investing now in this new structure and staff positions within each agency, not only will each organization become a global leader in case management for child protection, but staff will be more empowered to promote the use of one standard information management system for case management within their own organization. This will lead to a) financial savings in the future; b) increased sustainability of the tool over time; c) improved coordination and collaboration across programs and agencies; and d) the ability to collect national and global level statistics on specific child protection issues (such as unaccompanied and separated children, children associated with armed forces or armed groups, children in residential care centres, child labour etc), which will support global level donor reporting as well as advocacy efforts for child protection in the longer term. Establish a global working group In order to widen knowledge and use of the IA CP IMS to other agencies, all non-governmental organizations using the system in the field (some of whom may be supporting national governments), will be invited to participate in a global working group. Specifically, networks and agencies working in emergency and development contexts and using the IA CP IMS will engage in discussions on how the tool can support effective case management in emergency contexts and in child protection systems building with governments. The current steering committees role will be taken over by this wider global level working group, who will interact on a regular basis to take forward global level decisions regarding enhancements and modifications to the system and ensure a coordinated use of the system in countries with multiple agency users. The specific terms of reference of this working group will be defined by its members once it is established. Move the IA CP IMS to a web-based system While detailed technological enhancements will be defined in consultation with users and technical experts from the global working group, the current project team and steering committee recommend moving the IA CP IMS to a web-based system in order to make it more flexible and user-friendly. Currently the system is a thick client (downloaded directly onto the computers hard drive) and users wishing to merge country level information from different field sites need to send large, encrypted files over email, which is time consuming and often a challenge. By changing the system to a web-client (available online and accessible through any computer using secure log in facilities) users in multiple field sites will be online simultaneously and country level databases will be updated in real time for all users. Additional benefits of having a web-based facility include a) the ability to aggregate information more easily for global level reporting on specific CP issues; b) increased ease of information sharing and compatibility with other systems (such as the GBVIMS, RapidFTR and UNHCRs ProGres4); and c) restricting even further viewing and editing rights, thus ensuring increased confidentiality of the information held on child beneficiaries. Managing the transition In order to put this vision into practice and make it a reality, the current Project Team and Steering Committee will focus the next few months on managing the transition between the current structure and the proposed new structure. Specifically the Project Team and Steering Committee will: Reach out to agencies working in the development arena, to present the tool and seek interest in becoming more involved in using and applying the tool to development settings and especially to CP systems building with governments. Specifically, links will be established with global networks of agencies working for CP in development who will be asked to participate in the Global working group of the IA CP IMS. Finalize and share a complete training manual on the IA CP IMS. This manual will be user friendly and allow CP specialists and technical advisors to train themselves and others on using the IA CP IMS. It will be shared widely with all CPWG members and will also be made available through other global networks as well as the IA CP IMS website. Ensure continuation of technical support to current field users, including a clear communication strategy with all current users on how this support will change over the coming months, making the transition as smooth as possible. Continue to identify possible funding opportunities for the CP IMS activities and represent the IA CP IMS in global forums during and after the departure of the Project Team and until the global working group is established. Take forward and finalize internal discussions and decisions on the structure of the programmatic and IT technical support that will replace the current support provided to users. Institutional commitments required going forward All three members of the steering committee are committed to leading this transition in 2012 towards a new model for the initiative, including the embedding of technical capacities in-house with the necessary accompanying resources to support and promote the IA CP IMS across all levels of each organization. Similarly, the steering committee is committed to ensuring that IT technical support to users is maintained along with the requisite IT capacity to develop enhancements and resolve software bugs and problems. These commitments will require dedicated time and resources from each of the steering committee agencies to make this vision a reality and ensure that the investments made to date on the IA CP IMS are built upon. The steering committee will use links with existing and new networks (such as the global Child Protection Working Group, Better Care Network and other global networks for child protection) to promote the use of the IA CP IMS to agencies across the child protection sector in both emergency and development contexts. While the project team and steering committee manage the transition as set out above, it is important that all agencies currently using the IA CP IMS in the field understand this new vision and the implications this will have for the technical support they will need to provide as well as their increased involvement and participation in the GWG of the IA CP IMS. In order to support and ensure that capacity within each agency is built and that there is a clear understanding of what this new vision will entail operationally, the project team has produced a draft training manual on the IA CP IMS which is being circulated for review and will plan elluminate training sessions for all interested parties covering specific aspects of the IA CP IMS.
